The most obvious cause of this issue is that the students have an inaccurate Entry Description.
All JK students should have an Entry Description of Beginner (37). This ensures that they are picked up on the Students without OENs list and subsequently included in the batch file for submission to the Ministry alleviating any manual interventions.
