Budget Security Changes

Issue: Due to significant changes made to the budget menu structure for the new Budget Holder Approval process, users with access to only budget vouchers can now see budget entries and transfers as well, with no G/L restrictions.

Solution:

This will be resolved in the next release (version 1.22.00, due out at the end of March). At that time, the security system's Operation Access will enable the defining of whether the user (or role) has access to Budget Entry, Budget Transfers and/or Budget Vouchers. Whatever they have access to will be further governed by their G/L security limitations.
